Legally, under what circumstances in cosmetic surgery?
Could a plastic surgeon give a girl who is over 18 but under 22 silicone filled breast implants? Is this only for reconstructive purposes? What are the penalties if they DO use silicone in a patient under 22?

At 18 a woman is considered a legal adult, so it is not against the law even if she wanted ZZZ size boobs.
